Improvement of quality management and verification of the German NIR

on behalf of the Federal Environment Agency

The final report of the study: “Development of scientific-methodical bases for the implementation of the recommendations from the international inventory reviews -Improvement of the quality management and verification of the German emission inventories” represents one of the core projects of verico SCE. The objective of the project was to promote an improvement of the data quality as well as a continuous improvement process, as part of the quality management system of the German National Inventory Reports, and in the course of this to support the UBA team in implementing the IPCC guidelines of 2006.

The main topics comprised a total of seven work packages (WP), which are briefly explained below. The primary purpose of the first work package was to identify source categories and aspects of the NIR to be considered for external verification. With WP2, a strategic analysis of the data processing and the data management system “Central System Emissions” was then realized in the form of a SWOT investigation to identify potential optimizations. In addition, the Federal Environment Agency’s quality system (QSE) for national reporting was externally audited for the first time. The main result of this audit is the conformity of the QSE with the IPCC requirements. In accordance with IPCC guidelines (2006) for emission factors and “best practice” approaches within quality management, verification of the national inventory was carried out, within WP3. The main purpose of analyzing the assessment reports from 2008 to 2012 of WP4 was to identify inconsistencies between the different calculation methods. In the course of WP5, an international workshop was also organized with members of the coordinating bodies responsible for the quality management of the inventory report. With the recommendation not to retain the PlaSte system in the long term, the focus of the sixth package was on bringing together different electronic systems, for the management and exchange of relevant information. Finally, it could be confirmed with WP7 that The Current QSE Handbook does not have references to activities that are not part of the NIR preparations, while the information provided by the wiki regarding QA/QC is general.
