Quality assurance of national reporting

The 2006 IPCC Guidelines provide for independent third-party audits and verification as an important element of quality assurance and quality control in the preparation of national inventory reports for reporting to UNFCCC. Experience has shown that an external audit is a useful element of quality assurance for national reporting and should be repeated at regular intervals.

The objective of a quality management audit of inventory compilation, in addition to verifying compliance with the quality specifications of the 2006 IPCC Guidelines, is to identify areas for improvement and potential risks to maintaining data quality. Specific improvement potentials for all emission categories under investigation can thus be identified and subsequently integrated into the continuous improvement process.

The verification of the aggregated data of a national inventory includes plausibility checks by means of relevant indicators, comparison with corresponding characteristics of inventories of other countries, as well as cross-checks based on published data from independent sources.
